first decide you shank length, then add 3/16" total those number with 4 1/2" for a 2" shank you total would be 6 11/16" (if my math is right). cut your shank out of cardboard or some other patternmaking material. on one end trace around your shank pattern with a LIQUID PAPER PEN (liquid paper wont come off due to heat) grind down to your shank lines. next split your bar down the center of the opposite end with hacksaw or bandsaw. to the depth of 4 1/4" heat to a dull glow, spread to form a tee (will take several trips to the forge) shape and the form heelbands, put swingers in the usuall way grind rowel slot etc... clean up marks with sanders and finish. NOTE. these measurements are old, old spurs were much shorter in the heel than many new spurs. my heelbands are 8.75" before bending. you can adjust these numbers to suit. GRIFF
